Fighting against terrorism in modern Tajikistan
Today, terrorism is one of the pressing problems of our time. Terrorism in any form has become one of the most dangerous afflictions of modern society.
The Republic of Tajikistan considers the fight against terrorism as the most important task of ensuring its national security and the entire world and advocates further strengthening of cooperation in this area. The urgency of the threats of terrorism and extremism in the modern world persists to this day. In one of his speeches on this issue, the President of the Republic of Tajikistan, the esteemed Emomali Rahmon emphasized that "...the focus should be on preventing terrorism and extremism, on preventing citizens from joining terrorist and extremist organizations and movements, and on returning people who have gone astray to their homeland ...". Leader of the nation added that eliminating sources of terrorist financing, including drug trafficking, is also an important factor in achieving progress in combating this crime and said that "...in the next two to three years, the world situation will become even more complicated, it requires that the country's armed forces, particularly border guard units, be on constant alert, and that Tajikistan ensure not only its security but also that of the region, post-Soviet and even European countries as a shield against The fight against terrorism in Tajikistan is focused on the detection, prevention and suppression of unlawful actions, the inevitability of punishment for any crime and the protection of the rights of every citizen, for personal security, regardless of nationality, citizenship, religion, views and beliefs.
Modern society is faced with many types of terrorism and the term has lost its clear meaning. There are more than a hundred definitions of terror and terrorism, but none of them is sufficiently definite. This situation is due both to the complexity of the phenomenon itself, which is terrorism, and to subjective factors existing at the domestic and international levels.
The first important Law of the Republic of Tajikistan "Fighting against Terrorism" was approved by the President of the Republic of Tajikistan on 16 November 1999. The Law of the Republic of Tajikistan " Fighting against Terrorism" provides a cumbersome definition that: "terrorism is a criminal act consisting in the use of violence or the threat of violence against individuals or a group of individuals, accompanied by the intimidation of the population and the deliberate creation of a climate of fear, oppression, tension in order to influence decision-making beneficial to terrorists and characterized by increased public danger and the public nature of its commission." The purpose of the Law of the Republic of Tajikistan " Fighting against Terrorism " is to implement state policy in the area of combating terrorism; to implement the international obligations of the Republic of Tajikistan in the area of combating terrorism; to legally regulate relations related to the fight against terrorism; to form an attitude of intolerance towards terrorism among the population of the republic; to identify, prevent and cross the terrorist activity, to establish the causes and conditions that give rise to terrorism. The course of history has shown the correctness and timeliness of introducing amendments and additions to the Law of the Republic of Tajikistan " Fighting against Terrorism”. Today the situation in Syria, Iraq, Libya, Yemen and Afghanistan remains tense. Consequently, the need to periodically edit the law aimed at combating extremist and terrorist manifestations is very relevant.
Despite all these difficulties, the Government of Tajikistan realized that the way to eradicate terrorism can only be found if stability and mutual agreement among all segments of the population are secured in the country and with this very need in mind, an enormous amount of work has been carried out, in addition to the general fight against terrorists, to find ways to resolve conflicts through political dialogue.
