COUNTERING TERRORISM AND EXTREMISM REQUIRES A COLLECTIVE EFFORT
Tajikistan's initiatives to combat extremism and terrorism have been repeatedly discussed at prestigious world forums by the esteemed President of Tajikistan, Emomali Rakhmon. The need to jointly combat this undesirable phenomenon was also emphasized. In this connection, the Leader of the Nation repeatedly emphasized that "terrorists and extremists have no homeland, nation, or religion. The global nature of the threat of terrorism and extremism requires serious development and adoption of a unified and common position and criteria of these two concepts. The above statements confirm that the very meaning of "terrorism" is "fear", "panic", and it is used in the East in the meaning of "terror", but there is still no general rule on this matter. That is why terror is considered a special form of political violence, characterized by brutality, purposefulness and perceived effectiveness. The term extremism (from Latin extremus - extreme) is the theory and practice of achieving socio-political, religious, national goals through "extreme," forbidden ways. These methods are understood as the use of force, violence, infringement of human and civil rights and freedoms, which is not allowed by law.
Thus, in 2020 the Decree of the President of the Republic of Tajikistan "On a Strategy for Countering Extremism and Terrorism in the Republic of Tajikistan for 2021-2025 years" was approved, which defines the goal, objectives and main directions of state policy in combating these undesirable phenomena. Resistance to terrorism must be a joint effort, condemned by the nation, the citizens of the country, the family and the school. That is, in the process of upbringing and education we must instill in our children the ideas of patriotism, national courage, so that we can resist any dangers that come our way. Today, in order to eliminate or prevent terrorism, the first priority should be given to family education, education in schools and institutions of higher education. Attention should also be paid to the formation of religious schools, non-state religious schools, private religious schools, and special sports schools that operate under high-rise buildings and around our city. In this regard, the role of science and education in preventing terrorist acts, violence, and illegal actions is very prominent. In particular, the application of social science, the development of a scientific worldview, and the provision of a decent life are the greatest ways to counter terrorism and extremism. In our view, science, education and national ideology are an important source of resistance to terrorism. Based on modern requirements and the development of the global Internet, the subject "Problems and Threats of Information Wars" should be included in the curriculum of general education and higher education institutions. Here, the status of national ideology as a force of resistance is fully appreciated. Because the national ideology is the conductor of the nation, which can resist any threats and intimidation.
