Today, terrorism is one of the pressing problems of our time. Terrorism in any form of manifestation has become one of the most dangerous plagues of modern society.

The Republic of Tajikistan considers the fight against terrorism as the most important task of ensuring its national security and the entire world, and advocates further strengthening of cooperation in this area. The acuteness of the threats of terrorism and extremism in the modern world remains to this day. In one of his speeches on this issue, the Leader of the nation, President of the Republic of Tajikistan, His excellency Emomali Rahmon, emphasized that "the main attention should be directed to the prevention of terrorism and extremism, the prevention of cases of citizens joining terrorist and extremist organizations and movements, as well as the return of those who have lost their way to their homeland".

Leader of the nation added that the elimination of sources of terrorism financing, including illegal drug trafficking, is also an important factor in achieving progress in combating this crime and said that “in the coming two to three years, the situation in the world will become even more complicated, it requires that the armed forces of the country, in particular border guard units, are in constant readiness, and also Tajikistan ensures not only its own security, but also the security of the region, post-Soviet and even European countries, being a shield for the security of the region, the post-Soviet and even European countries”. The fight against terrorism in Tajikistan is focused on the detection, prevention and suppression of unlawful acts, the inevitability of punishment for any crime and the protection of the rights of every citizen to personal security, regardless of nationality, citizenship, religion, views and beliefs.

The first important Law of the Republic of Tajikistan "On Combating Terrorism" was approved by the President of the Republic of Tajikistan on November 16, 1999, the Law of the Republic of Tajikistan "On Combating Terrorism", provides a cumbersome definition that: "terrorism is a criminal act consisting in the use of violence or the threat of violence against individuals or a group of individuals, accompanied by intimidation of the population and the deliberate creation of a situation of fear, suppression, tension in order to influence the adoption of decisions favorable to terrorists and characterized by increased public danger and the public nature of its commission." The aim of the Law of the Republic of Tajikistan "On Combating Terrorism" is the implementation of state policy in the field of combating terrorism; realization of international obligations of the Republic of Tajikistan in the field of combating terrorism; legal regulation of relations related to the fight against terrorism; formation of an attitude of intolerance to terrorism among the population of the republic; identification, prevention and crossing of terrorist activities, establishment of causes and conditions that give rise to terrorism".

The course of history has shown the correctness and timeliness of introducing amendments and additions to the Law of the Republic of Tajikistan "On Combating Terrorism". Today, the situation in Syria, Iraq, Libya, Yemen and Afghanistan remains tense. Consequently, the need to periodically edit the law aimed at combating extremist and terrorist manifestations is very relevant.

Thus, with all the variety of types of terrorism, the polemic on the problems of classification of types of terrorism indicates the urgent need for further research in legal science of these problems, as their development is conditioned, among other things, by the acute practical necessity.

Despite all these difficulties, the Government of Tajikistan has realized that the way to eradicate terrorism can be found only when stability and mutual consent among all segments of the population is ensured in the country. And with this need in mind, a great deal of work has been done, along with the general fight against terrorists, to find ways to resolve conflicts through political dialog.
