Combating extremism and terrorism requires a coordinated collective effort

Tajikistan's efforts to address extremism and terrorism have been prominently highlighted by the President of Tajikistan, His Excellency Emomali Rahmon at various esteemed international forums. The necessity of a collaborative approach to counteract these threats has been underscored. In this context, the President has consistently asserted that “terrorists and extremists possess no homeland, nation, or religion”. The global nature of the threats posed by terrorism and extremism necessitates the development and adoption of a unified stance and standardized criteria for these phenomena.

In 2020, the President of the Republic of Tajikistan issued a decree titled “On the Strategy for Countering Extremism and Terrorism in the Republic of Tajikistan for 2021-2025”, which delineates the objectives, tasks, and principal directions of the state policy aimed at addressing these undesirable phenomena. Tajikistan has also adopted a unified concept for combating terrorism and extremism to enhance the effectiveness of its efforts in this domain, in alignment with both national legislation and international obligations. This Concept constitutes a comprehensive framework outlining the core principles, key directions, and methodologies for combating terrorism and extremism. It also encapsulates the critical aspects of the Republic of Tajikistan’s state policy in this field.

An analysis of the evolving situation in counterterrorism and the fight against extremism reveals that international terrorism, increasingly transnational and global in scope, currently represents a significant threat to Tajikistan and the broader region. Throughout its history as an independent and sovereign state, the Republic of Tajikistan has been confronted with terrorism and extremism. Targets of such attacks have included state and public officials, foreign diplomatic missions, and critical infrastructure. Recently, there has been a discernible trend linking terrorism with various forms of transnational crime, including illicit drug and weapon trafficking - sources of its financing - as well as mercenarism, kidnapping, and illegal migration.
