“YEAR OF LEGAL EDUCATION” AND ITS ROLE IN IMPROVING THE LEGAL AND ENVIRONMENTAL KNOWLEDGE OF CITIZENS

At present, the sustainable development of the world economy, science and technology, industry and agriculture is leading to an increase in waste and other human impacts on the environment, resulting in an unprecedented change in the planet's climate. In this regard, only integration, solidarity and global action are considered the only means to prevent climate change. Understanding the importance of these issues, the President of the Republic of Tajikistan His excellency Emomali Rahmon at the level of regional and international organizations draws the attention of heads of state and world organizations to the solution of this important issue for the life of mankind.

It is a matter of pride that as a result of constructive efforts during the period of independence, water and climate change issues have received a special status in the global development agenda and have been thoroughly considered, and most of the international initiatives to address water and climate issues proposed by Tajikistan have been supported by the international community. Initiatives of the Republic of Tajikistan, including 2003. "Year of Clean Water", 2005-2015. International Decade of Action "Water for Life", 2013. "International Year of Water Cooperation", 2018-2028. International Decade of Action "Water for Development", "Sustainable Development", 2025 "International Year of Glacier Protection" and other initiatives in the field of water and climate are of global importance and are aimed at development and protection of the planet from global risks. The Republic of Tajikistan is known in the world arena for its humanitarian efforts as a proactive country, and saving the human being is at the center of Tajikistan's initiatives.

Environmental legislation includes environmental legal acts. In this regard, legislative acts, including the Constitution of the Republic of Tajikistan dated 06.11.1994, laws of the Republic of Tajikistan "On Environmental Expertise" dated 16.04.2012, №818, "On Environmental Audit" dated 26.12.2011, №785, "On Environmental Control" dated 25.03.2011, №707, "On Environmental Protection" dated 08.02.2011, №760, "On Ensuring Environmental Safety of Motor Vehicles" dated 08.08.2015, №1214 and other laws in this area provide specific standards that they fulfill.

In order to fulfill the directions and instructions from the Address of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, to the Supreme Assembly of the Republic of Tajikistan dated 28.12.2023, the Decree of the President of the Republic of Tajikistan "Declaring 2024 as the Year of Legal Education" dated 30.12.2023 №668. The purpose of this Decree is to raise the level of legal education of citizens, promote democratic values, strengthen the institution of human rights, enhance the status of the law, educate citizens in the spirit of respect for the law, and ensure that the law is respected by all citizens.

Taking all this into account, every citizen of Tajikistan should protect and keep clean the natural environment, habitat, observe the requirements of the legislation in the direction of environmental protection, water climate and ecology, as well as contribute to the realization of the goals of the initiative "Year of Legal Education" show respect for the law and the legal order, strive to observe legal rights and interests and fulfill their obligations.
