TERRORISM - A THREAT TO THE STABILITY OF SOCIETY

Terrorism is, first of all, a danger, and its source is extremist activities of terrorist organizations and sometimes subversive activities of spy services of certain countries. Representation of terrorism as a threat is associated with the fact that the victims of a terrorist act are the civilian population, innocent people, material and economic damage is caused, the authority of the state, the image of the state in the international arena is reduced, the country is recognized as unsafe, an atmosphere of panic is created in society, etc.

Considering the negative consequences and damage caused by terrorism, it can be said that it destroys the national interests of the state, such as political stability, public tranquility, civilian population, etc., looks like a threat. Terrorism is a long-term military, informational, economic and cultural operation directed against the state and human life, the purpose of which is to spread fear, panic, chaos in society and paralysis of the system of statehood in order to obtain the desired results of terrorists. The continuity of terrorism lies in the fact that this phenomenon today acts as a method of confrontation between the terrorist group and the state on a permanent basis.

An act of terrorism was first defined in the Convention for the Suppression of Terrorism in 1934, where it was presented as an act of intimidation with the aim of spreading panic among citizens. It is an act that results in the social, national, political, economic and other issues of public life being resolved by violent means. Terrorism can also be seen as a threat to national security. Providing security, interests chosen as the object of terrorism reduces the risk of its occurrence. Consequently, risk can also exist in relation to terrorism. For example, there may be a risk of the beginning of a terrorist act, the risk of citizens of the country joining the ranks of terrorists, the risk of terrorists infiltrating the country, the risk of terrorists gaining an advantage in information and psychological warfare, and others. In the case of terrorism, risk is associated with a state of uncertainty and errors in the security process.
