ROLE OF THE CIVIL SOCIETY IN STATE DEVELOPMENT

Despite changes in the political, economic and security situation in the world, the Republic of Tajikistan is steadily moving forward on the path of steady economic progress, achieving its strategic goals and thereby ensuring a decent life for its population.

We, the Tajik people, are at the stage of realizing creative dreams, building and strengthening a democratic and rule-of-law state. Every democratic and rule of law state strives to create such conditions in society in which human rights and freedoms can be truly realized, and every member of it feels free and can fully use his real physical and intellectual abilities and capabilities. The recognition of a number of basic human and civil rights and freedoms, including freedom of speech, political and ideological diversity, direct participation of the people in the management of state and public affairs, paved the way for the realization of the requirements of a completely new society and ensured the appearance of elements of civil society. Namely, thanks to the measures of the State and Government of the Republic of Tajikistan and meetings of the Head of State, respected leader of the nation Emomali Rahmon with civil society institutions the number of civil society institutions has significantly increased. Their status in society has increased. At the same time, their professionalism and method of use, taking into account the interests of various segments of society, has increased, and their activities have become relatively qualitative and effective. Their role in ensuring the activity of various strata of society and increasing personal and group responsibility for building a civilized democratic society in Tajikistan has increased.

President of the Republic of Tajikistan, Honorary Leader of the Nation Emomali Rahmon in his speech dedicated to the 20th anniversary of the formation of the Public Council of the Republic of Tajikistan noted that “civil society is the birth of a democratic and lawful state, and, in turn, the more civil society develops, the more democratic the state will be”.

Political parties and public associations play a significant role in shaping civil society and nurturing its active members as active elements of society, along with responsible government bodies and structures. The Law of the Republic of Tajikistan "On Public Associations" and other normative legal documents adopted by the House of Representatives of the Supreme Assembly of the Republic of Tajikistan all this time have been a real benchmark for civil society in the country. One of the important tasks of civil society in its interaction with state structures is the participation of its institutions in the study and implementation of the country's priority programs and projects.
